Ask your Director to make sure he/she clicked the boxes so you can prepare and/or submit reports.  They have to give you permission in addition to making you a delegate.

@ohoxha @MSteele is correct. I just checked and one of the people that added you as a delegate didn't check any of the boxes to allow you to prepare and submit their reports for them.
