Expense Delegate Access Error

I just received access as a delegate to another traveler.  When I go to "Act as user" and click their name, it pulls up a home screen with some Concur announcement and no other options.  Does not do this with other accounts that I have had access to previously.  All those work well, so I'm wondering what that traveler did.  I seem to have little or no access.

Dear @CountrymanJ ,

This issue occurs because the employee has added you as a delegate in their profile but has not assigned any permissions under your name. Please ask the employee to grant the appropriate permissions by selecting the relevant checkboxes.

Once the Appropriate permission has been granted, you will be able to access the profile.
