unable to add a new user

good morning, I am new to the concur solutions. Now my colleague is registered already and we are trying to add a new user, but unfortunately this is not possible. can somebody help me with this ?

Yes, I can see the option and I can fill in the form, but after doing this is get an error, as follows:
