If your company uses the Travel module:
From the main Concur homepage, navigate to the Travel section.
A motel can be booked as long as it is available within your company’s approved inventory.
Please note that some organizations apply corporate travel rules that may restrict search results. Therefore, if a motel does not appear in the system, it may be due to company policy limitations or supplier availability.

If your company uses the Request module:
In Concur, the Request module does not directly book hotels, motels, or flights. Its primary purpose is to initiate the travel approval workflow before any reservations are made, and subsequently link the approved request to the booking process in Concur Travel.
In my organization, once the request is approved, an email is automatically sent to our travel management company (TMC), which then handles the reservation on our behalf.
