Yes.  It stopped with the update to Concur in January of this year.

@kzierden it's possible the settings in Outlook are a little different now and might need to be set. 

 

Open a new browser window and enter this link: https://outlook.office.com/mail/options/calendar/calendarInEmail. Be sure that your settings match what you see below.

If the itinerary isn't being emailed to Outlook these settings won't apply. Maybe the question is why aren't the intinerary's being emailed to begin with?

We have the same issue and our Outlook reflect the above.
