Limiting reports by users

Guys, I was asked if it is possible to limit users to creating only one report per period (per month). Does anyone know or have heard about this?

Search for the below case on community page where I have suggested some solution to make this work:

Capping Number of claims submitted per month.

Note - assuming that you need this validation for the entire site/ all employee groups and not specific to any individual user. If that's the case, then additional username/employee group condition needs to be added in existing rule.
