Seems you don't have access to Expense module where you can create/submit expense reports along with receipts.
I would suggest reaching out to your company Concur Adminstrator, provide them Concur home page screenshot and request to give Expense User and Request User role for your Concur profile.
Once they give you access, you will see Request and Expense tabs/sections/option in your Concur Home page.
