What are you guys doing to ensure users dont abuse the "Missing Receipt Declaration"?  A recent tax audit shed light on some very negative behaviors for employee's defaulting to Missing Receipt Declaration instead of reaching out to the vendor for a copy.  This was mostly occurring in PCard but would be interested in T&E as well.
