@ailinhei there are several things that could cause this. I suggest calling your company's travel agency to get flights booked and maybe they can see if there is something missing from your profile. One thing to check is the name on the frequent flyer program for the airline you tried to book to see if it is an exact match to the name listed on your SAP Concur profile. If they do not match, it could cause this error.
