Air Travel Policy: Short, Medium, Long Haul

Has anyone broken their air policy out into short, medium, long haul and international guidance?

For example,

Short haul: for journeys <300 miles rail is required where it can be booked in Concur.
Medium haul: 300>= miles and <2300 miles
Long haul: >= 2300 miles
International: for journeys >3400 miles or the flight exceeds 7 hours of flight time (point to point, no connections) employees can upgrade seating within the economy cabin, with manager approval, if price does not exceed X.
