@sagenanadesan I looked up your company and you are not set up for self-registration. I also found that the initial Welcome email that goes out cannot be resent.
Since you aren't set up for self-registration, the only things users might not have completed were required items on their profile which they would have had to have been signed in to SAP Concur to start completing.
I'm basing my response based on what I see in your site. Are you sure your users are self-registering?
