We have just undergone the CCPS upgrade, and some traveler profile information did not pass over to the new instance. I am seeking advice to resolve an issue whereas as U.S. citizen had a U.S. passport issued in Okinawa Japan, and user is unable to update passport section, and I don't know what 2-letter, or 3-letter state/province code will work. OKA (Okinawa) does not. Does Concur have a code list?
Use is currently residing in Japan, and address is in Japan.

@rigbycatherine without seeing what the user is inputting on their profile, I am only taking an educated guess here. The first screenshot you show mentions filling in the Passport Country/Region. Where the user has OKA for Okinawa, that is a free-form field so technically anything could be written in that field. The second screenshot you provided mentions the two letter state or three letter province code. I have only seen this message appear when a user is trying to fill out their home address on their profile. Can you confirm with the user whether they were trying to fill out their address, please? I'm about 98% sure this is actually the issue. I say this because if you look at my screenshot below, I entered a city of ABCD into the Place Issued field and was able to save it. I think did a test where I left the place issue field blank and was able to save that as well.
Please double-check with the user to see if they were filling out their address in addition to completing their passport information.
