Are travel notifications possible via the app?

Currently exploring what capabilities the app offers for travel communications. It currently looks like the only app notifications available are related to the approval tool (if enabled), or if you turn on a third-party communications app via app center. 

We'd like to be able to customize messages for travelers around travel benefits, best practices, etc. without turning on app center.

@kathrynoconnell I don't believe the app has any customizable messaging options.
