Our users have their submitted reports returned to them due to the following error:

"This approval step is skipped because the selected approver is no longer authorized to approve reports."

However, we checked the approvers and their manager has the approver role enabled.

Without access to your client, I can only imagine that there is some kind of authorized approvers maintained in your Concur instance and the approver no longer is part of these authorized approvers list OR does not have sufficient approval limits.
