This is most likely a configuration snafu where someone didn't require or make available the Attendees section for the Entertainment expense type. It is something you could fix yourself easily if you are on SAP Concur Standard edition. However, if you are on SAP Concur Professional, you may not have access to make the change. Are you on SAP Concur Standard or Professional?
