Enhancement Request - Allow eBunsho Receipt Deletions

The current state is that any receipt that gets the eBunsho timestamp cannot be deleted no matter the status. If its on a report, submitted or not, or sitting unassigned.

Request: Allow unassigned and un-submitted and timestamped receipts to be deleted.

Why: Else user has to allow them to pile up as unassigned receipts until Concur clears them after 365 days (according to documentation). Alternative is to submit the receipts on a fake report or transaction to just get rid of them. This is unnecessarily messy in the downstream workflow.
