I can't submit an expense report because I can't complete the process due to an error for a missing project name. However, I can't input a project name because the screen is grayed out. I have tried deleting report and recreating them, but I can't update this field and it will prevent me from submitting anything.
I am a new hire going on my first trip and completely stuck because of this system. Please someone help me!

With reference to your screenshot, I could see, project is a 3rd level of connected list. To get values under project field you need to 1st fill up 1st and 2nd level field so that 3rd (project) field will get enabled.
