Will a Manager be able to see all the report that are approved by him which are submitted by his subordinates in Concur

Yes, as long as the following occurs.   

1. They are the direct manager so Cognos will automatically make them the BI Manager

or

2. They are the BI manager on each employee profile.   You don't have to do this step if by default they are #1 above

If you are asking within SAP Concur, he can view under Approvals -> Reports -> View -> All reports you approved.
