Solved: Red Alert not Clearing

A car rental expense was flagged as "expense is greater than the estimated expense". I provided the explanation in the comment section but the alert is not clearing so I cannot submit my report.

@kimrsanford the rule causing the red alert is based on Entry Submit. Adding a comment and saving isn't what will clear the alert. Try submitting your report and see if it goes through.
