Overdue emails for new transactions

Over the last couple of weeks, we have several cardholders who will have no transactions for 5-10 days.  The delegate is checking daily.  At the end of the day, there will be no transactions to match and the next morning there will be 10 and an overdue expense email.  The delegate is being questioned as to why she isn't handling her responsibilities, but this is through no fault of hers.  What is going on?
