Notify an person when an expense report is approved

Is there a way to notify a Concur user when a specific person's expense report is approved? This user does not need to approve the report. They just need to be notified upon its approval so they can perform a reclassification of prepaid expenses.

I was thinking about adding them as an expense delegate and check the Can receive emails box but I am hoping there is better option to this.

you could add a specific rule within the expense workflow for this specific user and then have the action be to generate an email that will be sent to someone else
