how do i submit a report with a missing receipt,please

You should have the option Missing Receipt Declaration in the Attach Receipt Section

Click on it, and accept.

@Leslie1 I should clarify that the Missing Receipt Declaration mentioned by @MEcnx could possibly not be an option as it is something that needs to be turned on. If you do not see this option, I would suggest speaking with your direct manager as to what your company policy is regarding a missing receipt.
