Limit proxy so user can't submit?

Three of us at my company have the ability to view other reports via proxy. Unfortunately, when an Expense Approver was reviewing a report, they sent it back, then submitted it by proxy themself instead of having the user do so.  The user needs to proxy into other accounts, but is there a way to keep them from submitting a report for the other user during proxy?

@AliciaHansen Proxy permissions cannot be changed. So, you won't be able to limit proxies from submitting. Now Delegates, that's a different story. 🙂 

You can allow a delegate to prepare a report but not submit it.
