HMRC splits reimbursement rates for EV charging

From 1st September 2025, HMRC have announced the split of advisory fuel rates for public and home charging of electric vehicles. We currently have the home charging set up via Car Configuration and public charging via a separate custom expense type. The problem we now have is that it's difficult to change the rates with the custom expense type because there is no mileage rate table stored behind it. We've looked into adding the public charge rate to Car Configuration but now realise that this means we have two different electric vehicle car types which is incorrect. Is there any guidance from Concur on how to manage this now the rates are managed via HMRC AFR's?

Do your users have to register a car on their profile?

Currently, we automate the registation of a company car onto the users profile and these electric users will have only one active vehicle 'Pure Electric Vehicle' with the vehicles reg plate. Historically, this has been tied into the home charging rate. If we also add the public charge rate to the Car Configuration table, we have to add two vehicle types - Electric (Home Charging) and Electric (Public Charging). Our config only shows the user the reg plate when they make their claim so unsure how the user would select between home/public charge rate? Is this something we can amend?

@Lindsey_OT I have seen companies where users can register more than one vehicle. What this does is allows the users on their expense reports to choose which vehicle they are submitting the expense for. So, for the first car they register it would be the Home Charging vehicle type and the second car they register they can select the car type as Public Charging. Each car type would have a rate assigned to it. So, on the expense report, if the user selects Public Charging as the car type, then the rate tied to that car would be used. Same would go for the Home rate. 

This would require that the car configuration be set up as a Variable Rate as this allows you to create different car types. My guess is you have a car configuration that is now set up as One Rate, which would only allow for one car type. Also, I see you have many car configurations. Not sure if this electric vehicle charging applies to all countries or not.

Anyway, this is just something for you to consider as I've seen other companies use this.

Hi Kevin

We've been advised that the Public Charging is now available for company cars, so I have added to the rate table.  (also added to Car Allowance category)

Our finance dept want the receipt to be added  in the same way we have it for Petrol/Diesel, where it validates the value against the mileage line.  I don't see anywhere in Professional that I can add this, can you help?

Hi Kevin,

We've contacted Concur directly and they've also discussed setting up a Variable Rate as you've suggested. I have a call with our technical team tomorrow to see if this is possible in our current set up.
