Solved: Expense Delegates

I need to add an expense delegate to another user. Can I do this being an administrator? And if yes, how?

@KellyK1 you are on our Standard configuration of SAP Concur which does not allow for adding delegates to other users' profiles. The user who needs the delegate will need to sign in and add the delegate themselves.
