Can you please try below things and check if issue gets resolved.
1. Could you please check which policy the employee is assigned to and identify the workflow linked to that policy? It's possible that the workflow associated with the policy has a second approver, and you might be looking at a different workflow that isn’t currently linked to the policy or employee group the user is assigned to.

2. If above is not the case, then can you try removing "Concur Audit Services" step from the workflow and try updating approver through import. Lets see if same error comes or not.
