I agree with the above response given by Concur support, as in your scenario, delegate has ONLY prepared the report and NOT submitted it. Report prepared by the delete is still reviewed by the original employee A and submitted by himself. So here, system will always look for who has submitted the report and NOT look for who has prepared the report.
Also, same delegate is acting as a approver on behalf of employee B then as i mentioned above since report is submitted by employee B, system will NOT restrict delegate while approving report.
To avoid this, there is no such block or settings available specially for delegates. As of now this setting is only available for Cost Object approvers and processors. Meaning if cost object approvers or processors create report for their own then they cannot approve their own reports.
