Cognos report for concur Reports sent back duplicating rows on output

I have created a report with these fields but the output I get duplicate rows for reports sent back they have the same exact date/timestamp. 

We do have reports that are sent back multiple times but they should not have that duplicate timestamp. 

I was instructed to add the field [Expense].[Expense Report Workflow Trail].[Current Workflow Flag (Current = 1)] 

which I did, and then filter with [Expense].[Expense Report Workflow Trail].[Current Workflow Flag (Current = 1)]=1

I'm not sure I have this filter correct because I'm still getting duplicate rows on the output. Is there some other way to narrow down the output or do I have this filter in there incorrectly?

There are 4 standard reports related to workflows, did you try to use them? . You can copy them and then you can edit in case you need to change something, when building reports you should check if you need to apply (Exclude Parent Entries filter or Exclude Itemizations depending on what you want to achieve)

They are in the following path: 

1. Team content
2. Intelligence - Standard Reports
3. Expense Processing

Yes i do know where the reports are and they do not have what I'm looking for. I'm also very well aware of excluding parent entries.
