Client HR Feed and 305 Import File via CONCUR Expense monitor tool is not updating one field

Client has Concur Expense (travel) HR Feed (and 305 import files) to update profiles in 38 countries.
All Custom Profile fields are updating/syncing in Expense and Travel except for one field in CONCUR Travel.

This one field refuses to update and it's settings are no different than the other fields (over 30 fields).  Name matches.
This is affecting around 44,000 profiles.  It seems the field actually blanked out the field instead of updating...but only for some profiles.

I can't seem to get CONCUR Expense and Travel to talk to each other to resolve.  We've asked multiple times now.  This seems to be a deeper issue than just regular settings.  Client has case with CONCUR Expense and we have a case with CONCUR Travel...but they still refuse to work together to help resolve.

Since there is no history or error reporting for Custom Fields...makes this very hard to pinpoint.

Any ideas?  Some kind of verbiage/jargon we are missing when requesting help?
(Note: TMC API is only for polling the profile, not adding data to profiles.)

When we have had an issue where a field was not updating through the interface, Concur Support has performed a "Hash key clear" to resync the profile of the affected user or users.
