Client Funded but flagged and unsubmittable

Getting flagged for Personal Electronic Device Reimbursement. It is not allowing me to to clear the alert. It is client funded, and a comment was made. Been doing this for a long time now. How do I clear it so I can submit the report?

@UG1 I just looked at your report and I can see you were able to get it submitted.

Thanks. I didn't know they added a "client funded" button for the item.
