All of SAP Concur's APIs are found at https://developer.concur.com/api-reference There is no ability to download an expense report as a PDF however there is the ability to download expense report data via APIs and well as the images for those reports. You can then store the data and/or create a PDF of your liking from that information.
In general, I would use Expense v4 and Identity v4 to fetch expense reports and Spend Doc v4 for the images. If you needed to search to derive the expense report ids, then I would use Expense v3 for searching. It currently has the best search capabilities until Expense v4 gets parity.
