@tstagliano I just did a test of adding a workflow Rule and Rule Action. When I typed in an email address that was not tied to a user profile, it was deleted when I clicked out of the field. This tells me, unless there is another way, that you cannot enter an email address that is not tied to someone's profile.
Maybe post this question in the Admin Group and see if someone there has a solution. 🙂
