As per my understanding, the message displays an old date because it reflects when the outage or initial warning was first posted or last updated in the backend system.
The message includes the exact date and time of the warning msg update, which doesn’t change until the message is removed or updated by the admin.
Note - I suggest ignoring this timestamp, as it does not indicate an issue. Even if your admin updates or removes the message periodically, it will still show a past date.
I’m not very familiar with this specific topic, but based on my research, it appears to be part of the Travel module configuration.

@Sourav this type of pop-up is not initiated by SAP Concur. These Sign in pop-up messages are site specific, so someone at your company must have turned this on or requested SAP Concur turn it on.
@PoojaKumatkar is correct with the information she provided. Someone with the Travel Policy Admin permission can remove the message. If no one at your company has this permission, submit a Help ticket to Concur Support and they can get is turned off.
