@DDS best thing for the employee to do is call your company's travel agency to get this booked.
SAP Concur allows for booking for others, but with the intent of it being for business purposes. I guess the Guest Booking option could be used, but the person booking would need to make sure they do not have any card listed on their Travel profile set as the default for air bookings. Most users set their company card as the default, which means if they booked for someone else, like their spouse, the airfare would get charged to their company card and not their personal card.
Safest option to avoid any mistakes is to call the travel agency.
