@matln hello there. Most likely, your company set up certain rules/restrictions for non-executive travelers. One of the most common rules is to not allow non-executives to book business or first class. Now, without seeing your company's travel rules, I'm merely taking a highly educated guess here.
If you sign in to your SAP Concur account, look in the Company Notes section for some sort of contact information for someone internally who can possibly explain why you cannot book business class or what the company policy is regarding this.
