@billlakey agreed. Sounds like someone from your company created a travel rule incorrectly. They shouldn't have a preferred hotel be blocked. Usually the rule in question is to prevent people from booking certain hotels.
When you log in to SAP Concur, is there a Company Notes section? If so, look in this section for some contact information for either internal help or for your travel agency. I would also screenshot the error so you can provide it to whomever needs to fix the issue.
