Who is my Travel Admin?

I am missing the Concur Travel portion to my account. How may I find who my Travel Admin is to request access to the Concur Travel tab?

I am trying to book travel on behalf of another user. Their profile does not have any travel options available, just expense. How to I add travel to existing concur profile?
