Travel Arranger set up by Administrator

Is it possible for an Account Administrator to add travel arrangers for new employee's when adding them to Concur as a user?

You can add a travel arranger if you proxy in as the user then add then go into their settings. and add them there.  I also believe there is a template you can upload, maybe the 350 or 320???.  It depends on how you load your users in your Concur system.
