Regional Hotel Rates for Interantional Travel Configurations

We have 4 other Travel Configurations than US/CA....DE, FR, GB, ES. From what I understand, if I set the currency all to USD, Concur will do the conversion nightly and it will set the rates to match. If we do it by Default, we would have to maintain what the equivalent rate would be. Our Policies are written in USD.

What do you do?
