Does additional cancel policy apply to cancelling hotel before free cancellation time?

I am wanting to cancel hotel but want to be sure that there are not additional fees for cancelling. I see the following rate rules and restrictions. 

Cancellation Policy

• Free cancellation until 4:00PM on July 9, 2026.
• Times are in UTC.

Additional Cancel Policy Details

• 318.55 PENALTY AMT

Rate Rules

• Refundable

• No deposit required

On the cancellation page with notification to check rates rules and restriction for cancellation fee. But see fully refundable.  My question is: Does the additional cancel policy details amount (318.55 PENALTY AMT) apply here?

@bluebonnet my guess would be that if you do not cancel before the posted date and time, you would be subject to the fee. My suggestion would be to either contact your travel agency or the hotel directly to double-check the policy.
