Concur Seat Map and Availability designation

We have had a couple of recent incidences where travelers have attempted to obtain United Airlines' seats indicated as "Available" (i.e., blue square) in Concur's Seat Map, but were unsuccessful. Concur already has a seat map icon for "Available - Paid Preferential" but evidently there is a cost associated to Available seats too?  I was hoping "Available" would mean available at no cost.  If not, what icon does?

@RolandC Thanks for posting n the SAP Concur Community. Do the user get an error? Seat maps are controlled by the airline, so sometimes it is better to make the seat assignment directly with the airline. Let me know if they saw an error or what occurred. Here is the Seat Map Fact Sheet. If the seat map is solid blue and show available, the user generally should be able to make the selection.
