Ability to change a users time zone settings as an admin

Our Concur site resides on a server in Germany, but we have 30 country configurations, and the default time setting of Central European time is causing problems with our USA users.  We have an 11:55pm deadline to approve travel, and that is 5:55pm CET, so it cancels any bookings made after 5:55pm automatically because it sees that the approval time has already passed.

We want to be able to modify a users Time Zone, from the personal settings WITHOUT acting on behalf of each and every person and changing the time zone settings in their specific profiles.

Is this possible?  If not... how can I request this as a solution suggestion?

@S_Collins I don't believe this is possible without going in and acting on behalf of each user. You could always write up the steps and have each user make the change themselves. This would likely be the fastest option. I know your concern would be that not everyone does the steps to make the updates.
