I am not familiar with the Invoice platform, but interested more how it works. I would very doubt that is Concur issuing documents to customers and vendors as I consider it just the "container" of details between your Company and Vendors.
Did you ask also your Concur account Manager or who was in the implementation of the Concur Invoice tool? Please share the outcome as people like me would be interested to hear. Thank you.
