@lindadrobinson the user just needs to be made a delegate for the other. When the person who wants the delegate adds this person as a delegate, they just check the box that says Can Prepare. This gives them access to see reports created by the other. The delegate option is found by clicking Profile>Profile Settings>Expense Settings>Expense Delegates.
