GET /api/v3.0/expense/reports doesn't filter based on approverLoginID, the result is always empty array

@ssk1288f Hello there. I would like to pass on to you from my API contact that most everything is migrating to API v4.0 or higher. I'm not sure what all goes into using the API versions, but maybe v4.0 will provide the approver Login ID. I don't know if it will, but it seems like migrating to v4.0 is a necessity.

Also, since everything is migrating, there is no new development happening with v3.0.

We are trying to work with the expense report v3 API and we always receive "Forbidden Request" as the response. We could query the V4 API with same access token. Could you please help us in understanding how did you make the V3 API work?
