To go to the exact expense report, you need to send values as shown below (highlighted in yellow) i.e. unique report id and company UUID

Regarding mobile app, if you are using third party application to launch the Concur mobile app:
As per my understanding, it doesn't open the specific expense report. It does not support. It opens Home page only or max open specific feature such as expenses tab but not opens specific expenses report. (one of my client was having similar requirement that time we have tested this.)
