I have the same issue, Concur have replied this to me.

Impact Prior to Resolution: In the EU2 and US2 Data Centers, registering a personal car in the user's profile through the SAP Concur website and SAP Concur mobile app is below expected level. Affected users may see the save button greyed out when attempting to register a new personal car in their profile.
Workaround: 'As a workaround, please review the rates in Mileage Configuration. After the system reloads the rates, return to the user profile to create a vehicle. The Save button will then become functional.
Action Plan: Action Plan: The Incident Response Team (IRT) has identified a fix and they will deploy the fix in the affected data centers tomorrow.
