User satisfaction or control + visibility for the business?

This is common for high-growth technology companies that default to allowing employees to book wherever. Those employees have historically been opposed to corporate travel programs because Concur and similar travel tech has always created a forced trade-off between a) user satisfaction, or b) control + visibility for the business – Unable to achieve both. What do you think?
