Also, you could try a different browser if you haven't done so already. That works many times. Also, checking open.concur.com to see if there is an outage or partial outage.
I encountered this same problem and since I was able to login with a different browser, it did not seem to be an outage issue. Clearing my entire browser history, cookies, and cache solved the problem.
