Transactions on feed but not showing for the individual

I have an employee that has a missing transaction. I see it on the daily transactions log/feed but it is not in their queue to submit and I also see it on the credit card website. It is from 9/15 (agent fee) and the flight charges came in fine so it doesnt make sense that this didnt. any suggestions?

@ckarasinski did you look in SAP Concur in Administration>Company>Tools>Company Card to see if the transactions is hidden for some reason?

yes, I did. there are not unassigned or hidden transactions for the user.
